Jamaica Conservation & Development Trust


The Jamaica Conservation and Development Trust (JCDT) has 27 years of project development and management experience with projects varying in size from US$10,000 to over US$300,000.

There have been a wide variety of project funding sources from:

  • bi- and multi-lateral agencies e.g. United States Agency for International Development (USAID) and the Inter-American Development Bank (IDB)
  • private international foundations e.g. MacArthur and Rufford Foundations
  • national foundations e.g. Environmental Foundation of Jamaica (EFJ) and the Forest Conservation Fund (FCF)
  • corporate foundations e.g. Sandals and ATL Foundations
  • private sector companies e.g. the Carreras Group and Jamaica Energy Partners.

JCDT uses project funding to implement the management programmes in the Blue and John Crow Mountains National Park (BJCMNP). The total annual budget is aboutUS$350,000 although the Management Plan indicates an ideal recurrent expenditure of about US$478,000. The Government of Jamaica through the Natural Resources Conservation Authority (NRCA) and the National Environment and Planning Agency (NEPA) provide about 30% of the National Park’s budget annually, mainly for the Enforcement and Compliance Programme, including Park Ranger salaries. The JCDT receives annual funding of about 5% of the budget from the Jamaica National Parks Trust Fund mainly for management and administrative support for the BJCMNP. The Recreation and Tourism Programme is almost totally self-sufficient (except for capital expenditure and a Programme Officer) being run on the income from the National Park’s recreational areas (about 10 – 15% of the budget). Therefore 45 – 50% of the funding for management of the National Park is currently raised by the JCDT from a variety of foundations, private sector donations and fund-raising. JCDT’s plan for increasing the financial support for National Park management is to:-

  • lobby for additional funding from the Government of Jamaica;
  • increase revenue generation from the recreation areas, by offering more services and additional facilities and seeking increases in some of the existing user fees;
  • building the Endowment Fund through fundraising for donations.
